Yes.

It has an email interface, however.

All commands are based solely on the address you send to.

talk-help at nblug.org will get you a general help message
talk-index at nblug.org will get you an index of relatively recent messages.
talk-index.1_2000 at nblug.org will get you, well, everything (until we hit our
                            2000th message).

talk-index.400_520 at nblug.org will get you that specific range.
talk-get.540 at nblug.org will get you back your original message
talk-get.500_523 at nblug.org will get that range (100 max)
talk-thread.540 at nblug.org will get all messages with the same subject line
                          as message 540, so this current thread.

I can tell that your message was numbered "540" by looking for the number in
the "Return-Path:" header.
