Deja Vu all over again

Hi, all!
Quite some time ago, I needed help with my home network,
which you al generously
provided.  At that time my box was a Pentium/200 with a 1.2
gig drive.  I used my linux
box with 2 macintosh computers on a LinkSys Router to a DSL
connection.

I have now got a bigger PC.  It is an AMD k6 (400 mhz) with
a 40 gig drive and I have loaded Red Hat 7.0 in it.  It came
with an ISA (ne2000) NIC that I could not get to work under
linux (it did work with Windows, though)  I bought another
NIC (ne2000), and can get it identified as "eth0" by Linux.
When connected to the router, I cannot get it to ping either
macintosh, or the router ;  that is 192.168.1.1, 192.168.1.2
or 192.168.1.4 although it will ping 127.0.0.1 but I
understand that is no big feat since that is the internal
address of a local loop.

I am able to connect to another external device for dialup
(14.4 modem) with ppp0, ppp1
etc, but the procedure is a little more graphic oriented
than earlier versions of Red Hat.

I have fooled around with the PC BIOS to try to understand
the IRQ settings for Plug and Play, but am getting nowhere.
At some points, Linux cannot even detect the NIC.

I am familiar with "netcfg" and 'Netconf"  which I must now
use as "/sbin/netconf."
