The program debian uses to accomplish that task is "alien"
(http://freshmeat.net/projects/alien/) which is capable of converting to and
from any of rpm, deb, Stampede slp or Slackware tgz.  Debian includes alien
if you want it, and RedHat 7.0 has it in PowerTools (But you'll probably
also need to install the alien-extra package from
ftp://ykbsb2.yk.psu.edu/pub/alien/).

However, if you can at all help it, install a package intended for your
specific distribution; that's the way to get the least pain.  Never use
alien for something that you wouldn't want to remove from your system. 
However, if you don't want to compile and install from source and you can
find the program you want in .rpm, .deb, .slp or .tgz format, you can
probably use alien to install it.
