I cannot replicate your error for Failed dependencies.

on my fedora box..... I install php src rpm... change to SPEC;

# rpmbuild -ba php.spec
...... buzzzzzzzzzzzzzzz

OK, now let's check and see if it will install over the top without problems.  
YUCK, but really no problems noted just conflicts... it just doesn't want to 
overwrite what is already there..
