it is personal preference, put it where ever you like.

as long as you remember where they are, that's all that matters.

anywhere you like. i usually just delete mine after i'm done with them.
if you are on a high-speed line, then you can always just download them
again if you need them. plus they will become obsolete after you've
updated the software contained within them.

just to clarify the semantics, rpm's don't get untar'ed, only tar balls
(those with the .tar or .tar.gz or .tgz extension) get untar'ed. rpm's
get installed or something i guess. ;)
