What you have below is a little confusing (to me, anyway:-), so let me spell
out a couple of things.

First, ensure that the network number and subnet mask on both the pc and the
linux box are within the same network.  Eg 192.168.1.0/24 and 192.168.0.0/24
are not on the same network.

If you have any communication at all, then I assume that they are on the
same network.  Next, I wonder how these are connected.  Do they go through a
workgroup switch or a hub?

What it sounds like to me, first flush, is a speed/duplex mismatch.  That
means the communication between the network device and the linux box is not
matched, or the network device and the pc is not matched.  If one side is
100M, full duplex, then the other side must be that as well.  If one side is
set to auto-detect the settings, then the other side should be set to
auto-detect as well.

I should have thought of that test myself!  FTP is showing the same 
problem: PC->Linux for a 8 MB file is running at ~500 Kbps; Linux->PC is 
instantaneous (too fast to measure).

Here is the routing table.
