Look in /var/log/cups/.  Especially the error_log.  Sometimes CUPS will
actually put words that make sense in the error log.  (other times what it's
saying is incomprehensible, but still a good starting point)

Find a big document (say, a 100 page PDF or something) and try to print it
(lpr bigdoc.pdf).  Then immediately run "lpq" and check the print queue. 
Does the document go into the print queue?  Does it ever leave the print
queue?  (if it doesn't go in, that tells you where to look.  If it never
leaves the queue, CUPS knows it isn't printing.  If it leaves the queue,
CUPS probably believes that the print job is working.)
