[NBLUG/talk] Cannot bind to a port

Frank -

This is looking like a permissions problem, but I am not sure how to 
track it down:

Starting httpd: (13)Permission denied: make_sock: could not bind to address
[::]:1023
no listening sockets available, shutting down
Unable to open logs
