Not too long ago, I saw a sign that read "If you can read this, you are
within range" and there was a bullet hole in the sign.

You should be able to do what you want to do with a webcam and a
Raspberry Pi (or whatever spare machine you have kicking around). A
webcam for this purpose can be purchased for under $50. There are some
nice tutorials online for setting up a home security system; just make
sure it upload pictures before the power gets cut.

For the camera, look for something that adheres to UVC (USB Video
Class).
