Have you checked out apt-proxy?

http://apt-proxy.sourceforge.net

I set this up when I was working on the cluster, it was useful.

I was just being nice though ;-)

I had a T1.

Still for your use, I cannot imagine it being sane to let 1000 users
up2date ;-0!
