You might take a look in /etc/security

Take a look at console.perms I am sure you will see a ttyS0 entry there...  
PCI modems setup on ttyS4 though.

And take a peek inside the console.apps directory.

man 5 console.perms
man pam_console

PAM is your friend........  don't hack it if you don't have to.
