so you want to connect remotely via another host?

local connections from the command line happen via a socket connection.
by default mysql should be listening for network connections.

if you want to allow remote connections you will need to open a hole in
your firewall, and grant permissions accordingly.

lets you get pretty detailed in how you want to grant privileges.
