Give us the output from ls -l on /etc/ssh .

ServerKeyBits seems to only refer to the SSSv1 host key. If something
is wrong with the SSHv1 host key, then you could always just do
SSHv2 (actually you should just do this any how).

What does /etc/sshd_config look like?
